Go to the website https://jaankari.bihar.gov.in/
Click on Apply for RTI
You will be redirected to https://jaankari.bihar.gov.in/rtiApplication
then create your RTI application in pdf format to upload online.

Submit and fill in the details then do a payment of Rs 10 by debit card/challan/bank deposit as per your convenience and submit.
I had seen a reply within 15-30 days of the RTI application in my case.
